Cause a thick fog to roll into the area. the fog is thick enough to block out the sun so you can move around during the day and it inflicts a 3 trait penalty to vision tests for the scene.

Cause it to start raining or snowing. this is only a mild weather change.

Gusts of wind start appearing making the storm more powerful. alternatively this power can be used to move someone 1 step

Cause a thunderstorm with lightning and thunder. If it's made strong enough it could cause significant damage to the area. Increases the category of an existing storm to raise by one level per use.

First there must be lightning already in the sky. do a test with your intended target, your mentals vs. their physicals and spend 1 willpower. if you win the test the target takes 4 aggravated damage.
