The Anarchs are not the Camarilla or Sabbat. They don’t have the years and years of history determining who does what in a city or what the rules of a city are. By in large the rules of a city are determined by the leaders of a city, and the penalties are determined in the same way. The following are positions that some anarch cities have and the percentage of cities which have them.

Political positions: (%) are how many cities have the position

Baron (70%) This is the leader of an anarch domain. Some massive domains will have more than one. They either take power themselves or are elected by a representative vote or in some rare cases a direct democratic vote. When a Baron loses the confidence of people in any of these systems he is usually removed either through voting or violence.

City Council/ Meeting of the gangs/ The Warlords/ Congress: (90%) This is a group of either clan elders, or Barons who meet to discuss policy, domain problems and in some cases elect the Baron. Some cities are led solely by the city council however most see the benefit of having an executive to make quicker decisions. City boonage is usually paid for by the council. Ie. people who do work on behalf of the city are owed from the council, not the Baron.

Second: (40%) The second fills in when the Baron is unavailable. This is usually the Barons right-hand person

Organizer: (60%) This person is in charge of maintaining and keeping peace at Rallies (Elysium) SOmetimes this person is also in charge of arranging entertainment.

Census Taker: (50%) The census taker also sometimes called a sweeper fulfills the same position as a Scourge except their job is usually to keep a count of the vampiric population and report the numbers to the council. Some Barons have this person bring any new kindred to rallies so that everyone knows their face

Censor ( 30%) assists census taker

Emissary:(60%) Ambassadors to other sects and other anarch domains. Also sometimes is in charge of tracking reputation.

Chameleon (??%) Spies hired by the baron or council.

Tracker of Debts: (70%) Anarchs are still to a certain degree on a favor exchange system. The Tracker of Debts job is to keep track of who owes who. This is especially vital if the city intends to pay employees.

Speaker for the People: (40%) occurs mostly in domains where many vampires are not in gangs. The Speakers tracks issues that the public would like brought before the council and brings them to the council/ baron.

Electors:(60%) The Elector tracks reputation and is in charge of tallying and collecting votes. This is usually done by a group of three or by a single trustworthy individual.. So usually by three people.

Less common positions

Dogcatcher: (30%) An Anarch whose job it is to watch the garou of a city.

Faerie Watcher (15%) An Anarch whose job it is to keep an eye on the fey.

Ghostbuster (15%) An anarch whose job it is to watch ghosts.
