The Anarchs are not the Camarilla or Sabbat. They don’t have the years and years of history determining who does what in a city or what the rules of a city are. By in large the rules of a city are determined by the leaders of a city, and the penalties are determined in the same way. The following are positions that some anarch cities have and the percentage of cities which have them.

Baron (70%) This is the leader of an anarch domain. Some massive domains will have more than one. They either take power themselves or are elected by a representative vote or in some rare cases a direct democratic vote. When a Baron loses the confidence of people in any of these systems he is usually removed either through voting or violence.

Some cities are led solely by the city council however most see the benefit of having an executive to make quicker decisions. City boonage is usually paid for by the council. Ie. people who do work on behalf of the city are owed from the council, not the Baron.
